NOTE: Churchill Regional Health Authority is included in the scope of the project.  However, due to the limited amount of home care services provided within the region, the region has requested to not participate in project design and development activities.  They will continue to receive information as the project progresses and may opt to participate more actively in the future as the project moves to active implementation of the solution.

Regions Providing Input to Achieve Provincial Home Care Scheduling Standards: Brandon Regional Health Authority, NOR-MAN Regional Health Authority, and Winnipeg Regional Health Authority.

The areas in scope for this project are:

  • Client Registry interface*
  • Export to QHR**
  • Procura (most current version)
  • Common database
  • Standardized reporting
  • Common Governance & support model

* The Manitoba Client Registry component will also be made available to the Brandon, Nor-man and Winnipeg regions for them to implement at their discretion
** The functionality required to export scheduling data from Procura to QHR payroll system is being developed by the Brandon & Nor-Man regions.

The Provincial Home Care Scheduling System will include:

  • An ongoing support model agreed to by all in-scope RHA’s through a memorandum of understanding concerning governance.
  • Supporting user documentation/guides, manuals, and software license agreements.
  • A Client Registry interface containing both active and passive components. The passive component will send client information from Procura to the Client Registry. The active component will allow Procura users to search the client registry for client information, retrieve it, and update Procura thereby improving the accuracy of demographic data stored in Procura.
  • An export file of Procura home care employee time worked for a user-specified pay period and will be made available to RHA’s to upload into their QHR payroll systems in time for their scheduled payroll processing period.
  • User security and data segregation by region, giving each region a view of their own home care employee and client data.
  • An application, a database and business processes that are PHIA compliant.
